皆さんこんにちは。２０２１年７月現在、カウンセラーユニオン（以下CU）の顧問を務めております、稲垣尊仁（キャンプネーム：がっきー）です！
僕の幼少年キャンプ研究会との出会いは、中学１年の時に友達に誘われて参加した花山キャンプでした。雄大な自然と、キャンプ場での非日常な生活と、濃い人間関係にあっという間に魅せられ、初参加ながら帰ってきてから花山シックになったのを覚えています。中高生時代、「夏は花山冬はつまごい」を楽しみにしながら過ごし、大学生になってからはCUに加入し、カウンセラーとしてキャンプに関わるようになりました。（幼少研事業では９回カウンセラーを務めました）
子供の時はただ楽しく過ごしていたキャンプですが、カウンセラーやスタッフとして関わるのは想像の何倍も大変でした。大自然の中でキャンパーに自由で楽しく学びのある時間を過ごしてもらうために、カウンセラーにできることは何なのか。そのような悩みの中で、多くのことを学び実践し時には失敗しながら、自分自身大きく成長させてもらいました。
幼少年キャンプ研究会の事業の大きな特徴は、リスクを過度に排除しない点にあると思います。大自然の中でキャンプをし、登山をすることには当然様々なリスクが伴います。安全だけを重視するなら、鉈を使えるのは高校生かカウンセラーだけ、とか、川に飛び込むのは禁止とか、何から何までスタッフの方で準備してガイドしてあげれば良いのかもしれません。そもそも、キャンプや登山はやらない方がいいのかもしれません。
でもキャンプに参加した人たちは知っているはずです。自分たちで薪割りをして火を起こして協力して作るご飯の美味しさ。自分たちで計画をたて地図を読み疲労困憊の中お互い支え合って辿り着いた山の頂上で感じる達成感。
生きていく中で、リスクはどんなに排除してもゼロにはできません。リスクにきちんと向き合いそれに対応するスキルを身につけ、必要な準備をすることが重要で、キャンプが、リスクマネジメント（リスクを管理し損失などの回避または低減をはかるプロセス）の能力を育てる場であって欲しいなと思います。
私自身は、一昨年度に東京大学法科大学院を卒業し、司法試験に合格し、この春から最高裁判所所属の司法修習生として京都で一年間の研修期間を過ごしています。来年からは弁護士になる予定ですが、企業のリスクマネジメントを専門にしたいと考えています。また、CUやWRMJ（ウィルダネス・リスクマネジメント・ジャパン）、日本キャンプ協会安全対策委員会などにも関わっており、法的な観点から、リスクの高い野外活動においてどのような事前準備が求められるのかやあるべき事後対応のあり方等について、今後も考え続け発信していきたいと思っています。
キャンプが好き、山が好きといったメンバーがCUに加入してくれるのは勿論とても嬉しいですが、それに加えて、キャンプの教育的効果の高さや、社会的意味にも思いを馳せ、自分を高めるとともにキャンプによってより良い社会を作っていこうという気概のあるメンバーが、CUを今後さらに発展させていってくれることを願っています。
